Labor Force and Employment

Present Situation
Weaknesses- braindrain to NZ and Abroad, Absconding trained personnel, the main issue of concern has been the salary as compared to employees of similar qualifications acroos the public sector and perhaps those in New Zealand.





Government is the main employing body- The private sector had been encouraged and offered incentives to recruit skilled and semi skilled labourers.

Income Distribution

Present Situation
More peole live close to the main town or business area for convenience. However the land tenure system restricts people' choices therefore they are more inclined to live on their own pieces of land where ever that maybe located.

The movement of people within the country poses a minimal effect but the movement out of the country is a course for concern. Currently there are over 20.000 people living outside of Niue. The major impact of movement out of Niue is
the decline in the size of the labour force and major threat it poses towards economic development.

-Build up and maintain a population at a level that will support and enhance Niue's economicc, social and cultural systems.

-Porvide and maintain quality education services that contribute to the human resource development and skill needs of the country.

- Provide quality health services to all residents and promote a healthy lifestyle.
- Create an environment for people to enjoy sportsand recreation.
- Provide appropriate welfare services and benefits
-Ensure the survival of Niue's sovereign and ethnic identity through its language, customs and traditions, arts and crafts, and history.
- Promote, support and provide appropriate assitance to the church in responding to the spiritual needs of its members.
- Provide support and assistance to the community groups.
- Raise awareness of problems created by the declining population in meeting community commitments.
