The purpose of this tool is to assist planners in compiling a master plan for the implementation of the ICT Program formulated in Tool 2.2. The master plan is a package of five parts:
Part 1. The ICT-Intervention Program formulated in Tool 2.2
Part 2. Integrated Implementation Plan: This part integrates the different components of planning for implementation generated by the different tools in Toolbox 3-5, into a comprehensive implementation plan. This section is compiled automatically from the outputs of corresponding Tools. This part includes:
- Geographic Areas and Institutions
- Infrastructure
- Hardware
- Contentware
- Personnel Orientation and training
Part 3. Implementation Cost: This part is a summary of the Program costs automatically compiled from data generated by Tool 5.1.
Part 4. Implementation Timetable: This part is constructed based on the nature and features of the integrated implementation plan (part 2 above).
Part 5. Implementation Management: This part of the Tool summarized issues and options of the management of implementation of the integrated plan described above. This part covers the following items:
- Management Needs
- Organizational Management Framework
- Management of Change
- Risk Assessment
- Strategy for Risk Mitigation and Change Facilitation
These parts of the Master Plan package will be saved separately in the Filing Cabinet. Any changes made to the individual plans in Toolboxes 3 and 4 and in the cost data in Tool 5.1 are automatically reflected in the corresponding parts of the Master Plan.
