The purpose of this Tool is to assist planners in estimating the cost of the ICT project on the basis of the plans drawn in the other tools in Toolbox 3 and Toolbox 4.

This tool deals with expense items at the level specified in the planning tools. Once experts develop plans for infrastructure, hardware, contentware and personnel training in greater details with specifications and reliable unit costs, then more elaborate spreadsheets should be used for costing of the specific items. This Tool may continue to be used to summarize the costing exercises undertaken by the experts.

The Tool estimates the cost of ICT interventions at three levels:

1. By insitution
2. By geographic area (including costs at institutions in the region as well as region as well as region wide costs)
3. Nation-wide (including costs in geographic areas as well as central level)
