  Tool 2.2 Formulation of ICT Policy Interventions
 
The purpose of this tool is to assist educational authorities in formulating the most favorable ICT interventions that may enhance educational development and solution of educational priority areas identified in tool 2.1.

This is a process tool. It provides a step-by-step guide to the Facilitation Team in their analyses, dialogue, deliberations, and judgments, as the Team accomplishes the following processes.  
  1. Preparation for Scenario Formation
    Reviewing pertinent information and ideas, and grouping priority items identified in Tool 2.1 into targeted priority areas depending on the relations among them.
  2. Generation of Policy Scenarios
    Identifying potential ICT intervention options (scenarios) that may enhance the achievement of educational goals in the targeted  areas identified. These scenarios describe different specific types and uses of instructional and distributional technologies that may be introduced, or combinations of these technologies. One scenario should be an "ICT-free" option for comparison with ICT-enhanced options.

  3. Assessing Implications Of Each Scenario Including The ICT-Free Scenario
    Generating the implications of these scenarios and assessing them in terms of :
    • Desirability
    • Implementability
    • Affordability
    • Sustainability
    • Usability
  4. Selection Of The "Best Fit" Scenario/Option
    Comparing the advantages and disadvantages of the different scenarios and selecting of the most favorable (best fit) option considering the combination of the above criteria
  5. Consolidation of Scenarios into Projects
  6. Reaching Policy Decision

 It is important to follow all the steps to ensure a systematic and impelementable approach to the formulation of ICT policy interventions.
