Review the document to identify the needs for video/broadcast infrastructure to implement the proposed program.
Meanwhile the Team should looks at each need, in terms of objective, geography and institutional setting and determines whether the need is better served by self-standing video recordings ( and VCR/DVD players) or by broadcast television (and TV sets).
