  Tool 2.1 Identification and Analysis of Educational Areas for ICT Intervention
 

The purpose of this tool is to identify and analyze the specific educational areas for which ICT Interventions are contemplated at national, regional or institutional levels to assist in enhancing the realization of the corresponding goals and targets.

Since the purpose of ICTs is to assist educational authorities in the enhancement of educational development and solution of educational problems in an effective, efficient and sustainable manner, it is essential to clearly identify the educational areas targeted for ICT intervention, and to diagnose constraints, issues and bottlenecks in the identified areas before deciding on the extent and use of ICTs.

This Tool, therefore, is a process tool. It provides a step-by-step guide to the Facilitation Team in their analyses, dialogue, deliberations, and judgments, as the Team accomplish the following two processes:

  1. Identification of targeted areas for ICT intervention
    This process involves reviewing the information collected and summarized in Toolbox 1 (Tools 1.1 - 1.4) with the aim of narrowing down the large matrix of educational goals, targets and areas of emphasis into a desirable set of educational areas where ICT-enhanced interventions are advantageous.
  2. Diagnosis of constraints, issues and bottlenecks
    This process involves assessing the reasons why educational goals, plans and initiatives in the identified areas have not been fully successful, so as to take these facts into consideration - and seek solutions - as ICT interventions in these areas are contemplated.
